    Toowoomba Regional Council will raise its rates and charges bills by an average 3.24 per cent after mayor Paul Antonio delivered its budget on Friday.The $487 million council budget included $64.6 million in capital funding for roads, $44.2 million for water and waste capital projects and $15.7 million for parks and open space.
