Private ceremonies will be held in the Lockyer Valley today to mark the second anniversary of the deadly floods.
Heavy rain caused flash flooding sweeping away houses, cars and bridges.
Eighteen people died in the Valley communities of Postmans Ridge, Murphys Creek and Grantham.
A mother and her son were also swept away in Toowoomba in what authorities described as an inland tsunami.
Murphys Creek Pastor Rob Farr says locals will hold low key ceremonies this afternoon.
"There are a number of people who simply want to say they don't want to be reminded about this terrible event every year in such a public fashion," he said.
He says some people still struggle with what happened.
"Not just in the emotional sense but also physically there are some people who are finding it difficult to rebuild their lives as a result," Pastor Farr said.
The Federal Emergency Services Minister Nicola Roxon will also tour the region.
Two years on there are still kilometres of roads to fix and some people in the Lockyer Valley are still waiting to rebuild.
