A plan to build a multi-tenanted retail building in the existing car park of the Hooper Centre has been re-activated more than seven years after it was first proposed.

The application to build a 300sq m set of shops in the north-western corner of the centre's parking area was lodged with Toowoomba Regional Council on Monday.

If successful, 10 existing car parks will be eliminated to make way for the development.

A report prepared by Precinct Urban Planners for the applicants HCPT Pty Ltd outlines the proposal.

"Establishment of the new building will require the removal of some existing carparks however, the redesign of the carpark included as part of this application results in the provision of 143 spaces, which exceeds current planning provisions by 23 spaces," the application states.
